SELRES TA

My son is presently SELRES (IT) and is seeking Tuition Assistance to complete his college degree.  We are having trouble getting correct information as to how to apply, etc.

Searching the net, I see the Navy does not have TA for Reservist, unless they were
" activated under Title 10 ". 

Can someone tell me what does " activated under Title 10 " mean?

He is becoming more and more disillusioned with the Navy Reserve.  He says when he does his 'once a month' duty, it's a joke. No military bearing, no professionalism and no interest in helping him further his career with the Navy.  They put him in a room and people either play with they phones or nap.  He wants to make the Navy his career, but would like to do so as an officer.

He has two years of college, but needs TA to finish.  He is a fine young man who would love to serve his country, but is struggling now.

If anyone could offer suggestions as to how he should proceed, please advise.
