0k im 17 joining/emlisted the us navy dec 14 2009 going in as a ctr hopefully i know this site is for parents but i need advice i recently found out that when i was younger a psng bill was put in my name in the year 2002(i was 10)the bill is still in my name and its now for 1800 dollars which means that i can have bad credit which can get me dq'ed from a top secret background check then i wont be a ctr i have look into this job for a long time now and im really interested in it any advice of what i should do?

Go through an agency that can help you with that debt and possibly have them have them erase the debt. Sometimes they have mercy on some. I think it is worth a try.
Most of the time if you have a past due bill they will look at what you are doing to take care of the debt, are you communicating with the creditor, making monthly payments, etc. before passing judgement.
Write a letter to the creditor demanding a copy of the paperwork that established the loan/credit line. State that you were only 10 at the time, a minor. Demand that the error be corrected.
First off, I know of NO state in the U.S in which any contract signed by a 10 yr old is legally binding in any court or legal proceeding. I would first contact the credit reporting companies and get a free copy of your credit report (I believe you are allowed 1 freebie a year), once you you have the report in hand, contact the company that submitted the entry and demand the documentation to support their claim (they have a limted time to either provide you with the requested information or pull the entry), the next step is to file an identity theft report with the law enforcement agency in your area, providing them with the copies of information provided to you. Lastly, I would make sure your recruiter as copies of all the above paperwork, so it is a part of your file. If the FBI (they do the background checks) has the information upfront, and it is plainly a case of identity theft, it should not be held against you.
Just notify the credit bureau and tell them you were a minor and the debt couldn't possibly be yours. You are not bound for anything before you turn 18.
