My sailor was on "vols" which means he didn't have mandatory study hours, at least part of that time. And he was able to come home (I live in SC so we were within his mile radius) if he filled out a "chit" to give to his SLPO by Wed. am for the weekend, in phase 2. Something did happen that they could have been pushed backwards phase wise, one or two did something they should not have done and it could have affected the whole group, but I believe they got it all sorted out without losing their phase. During phase one, he was not allowed to ride in cars, unless his dad and I were over in GC for the weekend, then it was fine. And he had to be in uniform, until he phased up to wear civilian clothes. Once he was allowed to have his car, his dad and I took his car to him. At that point they start to relax a bit. The program is still hard, they study hard and are under pressure, but they are able to have some free time to unwind a little bit. If they get mandatory study hours, that is normal, my son had them too at least part of that time.

That link I posted is from 2010, but it was a great help to me, to kind of give me an idea of what  the phases were and what to expect. I could not read the docs, I had to save the images to my pc and zoom in so I could read it.

I think that pretty much covers it! I added before that if one of the other sailors screws up in class or about class they could all be de-phased. There were 2 times in his A school this happened. He was phase 3 at thanksgiving, had started A school in Oct. He was able to drive to Ny with permission, I believe no more than 8 hours per day so take a buddy if they have a bit to drive. When he returned, around this football time, one sailor threw a piece of chalk or erasor like a football to another when the instructor was out of the room. As with anything like this, an officer was walking by and saw it. They were made to stand at attention and their chairs removed. Everyone went back to phase 1. 2 days of class without chairs then I think it was about 2 weeks in phase 1. The moral to this is this. It didnt matter if mom and dad were coming or a fiance was coming, they were phase 1. Even tho they werent involved. They are supposed to self police each other. Drinking, they only have to be where there is underage drinking. If it is found out, and if someone is caught they will, everyone there faces the same punishment for not turning the offender in. I believe this is the only base with this stricter code of conduct. My sailor tells me that this base leads in mastings,most of it alcohol related. He was over 21 at the time so he could have a beer but the group of older sailors he was with were very careful about who was with them,, even if the sailor wasnt part of the group. I think they even carded one person.  Everyone goes.

Explanation of Phases

First of all, Jake Gallagher's posts on the main page of the "Nuke Moms" group are verrrry helpful - check them out! However I thought maybe a discussion just on phases could help. If your Sailor has had a different experience or you know more specifics about one of the rules, please feel free to add!
**Note: My Nuke is an MM who PIR'd on 4/24/09, got to Goose Creek the same day, started his A school classes about 2 weeks later, and phased up to Phase II on 05/31/09. We got married soon after so I don't know much about Phase III because once you're married, he's pretty much free except for asking special leave for visiting cities further than 350 miles.
For each phase, there are rules. Phase I has the least privileges. PLEASE TAKE THE RULES SERIOUSLY - breaking them can lead to very serious consequences ("45s", Captain's Mast, getting kicked out, etc... especially for an offense like drinking when out of phase and ESPECIALLY for providing alcohol to someone who is underage)
"phase up" / "phasing up" : to move up to the next phase (i.e., "Today I phased up from Phase I to Phase II.")
Phase I: Arrival to Goose Creek - 4 weeks. - Curfew of 12:15am every night. - Can't leave the barracks until 5am. - No drinking, regardless of age. - No driving allowed, on or off base. They can RIDE in cars, just not DRIVE. I have been told that they cannot even ride bikes, and I have visited the base 4 times now and have not seen any Phase I-ers on bikes (you can tell Phase I-ers because they're in uniform on the weekends) - Must wear uniform at all time, on or off base, even on weekends. Exception for the beach. - Not allowed to travel beyond a 75-mile radius. (Note: this radius is a straight-line radius. For example, my home is 1.75 hours from their base, but since a straight line from the base to my house is less than 75 miles, it is allowed.) - No overnight liberty requests allowed (except for, perhaps, extenuating circumstances) - Girlfriends/fiancees/wives: EASY on the handholding/kissing/PDA if in public. Don't take it personally if your sailor is wary about your arm being around his waist.
Phase II: 4 weeks - 8 weeks - Same curfew on weekdays/weekends - Can request overnight liberty on weekends (must fill out an overnight liberty request "chit") - Of-age Sailors may drink - Sailors may (after appropriate paperwork has been approved) bring their cars on base and drive on and off base - Civilian clothes are allowed after classes on weekdays and on weekends - Not allowed to drive past a 350-mile radius (if the destination is just outside the radius however, the Sailor may get an Okay from his/her Chief to drive past 350 miles). If the destination is further, the Sailor must fly (and I believe must provide the flight itinerary to his/her Chief)
Phase III: 8 weeks - ?
- Overnight liberty automatically granted on weekends - Otherwise, same privileges as listed above - I'm not sure about travelling rules - can anyone else be specific on a Phase III-er's travelling privileges or if there are any restrictions? - Note: I recently planned a weekend trip for us to Washington, D.C. Normally this isn't really allowed because it's a lot of travel for just 2.5 days... but after speaking with his chiefs about being safe and whatnot, they let him go. So if you're not sure about something, he can just ask his chiefs about it. Sometimes a rule can be sidestepped a little :)

 The one change I know about (unless it's been reversed) is that phase 1 they are no longer able to RIDE in cars in addition to driving them exception with permission is with parents who might visit.

The link that Cheryl posted is a copy of the schedule given to new Sailors at indoc. I notice that it is dated sometime in 2010 so I know that a couple of changes have been made although most of it is still in effect. Although behavior can bump you back on the 3 tier schedule, (tardiness, falling asleep in class, etc.) it's academics that cause most of the disciplinary actions. Don't worry if your Sailor is assigned extra hours of study on Saturdays or Sundays. Many Sailors go through this a time or two until they realize that no matter how smart you are, you have to study for each test. Young people who have had to study all their lives for their grades now have a distinct advantage over those who got good grades with minimal effort. Minimal effort does not work in this school.

I remember my sailor talking about the three phases but do not recall the if one screws up they all get pushed back.  That did not happen with his class.  Each phase lasts about a month from the start of A school and by phase three they are basically able to dress in civies during down time and off site.  There are also restrictions on distance they may travel for liberty which increases with each phase as well.  The schedule which Cheryl posted is really good and is a terrific reference.

My son was able to get out, I even spoke to him once while he and some classmates were on a Navy sponsored trip to Orlando. So the answer is yes they can get time off. I believe it depends on how well they are doing.

It is done in phases individually and by class. 3 rd phase they can leave base after class depending on classs grade and physical. But if one sailor screws up they all go back to phase 1 and start over. In two months my son had weekends off in civilian clothes. shortly thereafter one student was caught passing an erasor like a football. 2 days of class standing and back to phase one, uniforms and no leaving base. study hard
