I'll start off...for both of my PIR's I stayed at the Marriott Courtyard....was impressed with the facilities and the staff went out of their way to be friendly and helpful. I would stay there again.
A little pricey, but not outrageous, and they do arrange for shuttle service to the base. Close to some restaurants and Walmart. Clean and quiet.
We stayed at Springhill Suites. Absolutely fabulous hotel. Its only a few years old. My review is on tripadvisor who rates it the #1 hotel in the Waukegan/Gurnee area.

We stayed at the Navy Lodge. Very close maybe the closest. Your sailor must make your reservations if you are not military. Very clean. Discount on gas. Located on base about one mile from gate. No restaurant. Nice vending and free coffee. About sixty dollars a night. Would definately be our first choice again. This is also the opinion of my wife.
Just returned home 15 minutes ago. We stayed at the Waukeegan / Gurnee Residence Inn. 2 room suite, kitchen and a dining living room was $154 / night including all taxes. Gteat staff, breakfast, close to food and shopping and 5 minutes to the base. For 6 adults was cheaper than individual rooms rate. Very comfortable.
We waited too long to make reservations and ended up at the Red Roof Inn. It is old but very clean and well kept. The room was large and comfortable and very reasonably priced (around $60 as I remember). They have a free shuttle and it is a straight shot to the RTC if you drive - less than 1 mile away.

Don't count on the free breakfast if you are Hungary - it is coffee and donuts. Biggest caution is do NOT go to Flanagan's next door. The food is horrible as is the service.
We stayed at the Hampton Inn in Libertyville. It is fairly new and has breakfast and the beverage bar is always open. Very clean. It is 15 - 20 minutes drive time from the gate where you enter for PIR
My son graduates Jan. 14th, 2010. I looked at lots of sites (don't sleep well since my son left). It looks like Waukegan has the nicest hotels...but not cheap, even by my California standards. Waukegan is a small drive but it is supposed to be a very nice area...by small I mean under 10 miles. I was warned repeatidly about places near the base due to the neighborhoods, though it probably depends on your personal standards. We are coming from California and with the economy and my wife losing her job multiple times in recent years here in the bad economy land of CA (With respect to Michigan) we were looking for a deal. We took the advise of a recruiter and booked a room at the Navy Lodge which is apparantely 1 mile from the main entrance amongst Navy housing. So I can't comment on the conditions of the hotel yet, but you know it will be a safe area and clean. Our room was only $65 with a kitchenette and no taxes, Taxes are high...so no taxes is important. Hope this helps. Oh...by the way my reservation is in my son's name because I am non military. I believe only active or retired military can take advantage of this housing. But I told them my son was there for boot camp and there was no problem.
That is the only Navy Lodge where reservations can be made by non-military personnel providing they are for PIR only and you have a son or daughter in the PIR. You also get a pass to the NEX.

We were there in 2008 and stayed at Springhill Suites Lincolnshire. Grandson really like to be lazy and with a 2 room suite he could go take a nap (many naps) and close the door. Had a small kitchenette so we could keep food and drink handy. More than enough choices to chose from to eat at.
My son graduated last week (Thanksgiving week) and we stayed at the Hampton Inn in Libertyville. The facilities were very good and service was excellent. It was about 10 minutes from the gate, but close enough with the liberty given to my son. We also utilized the rail service (about 1 1/2 miles away) to travel to and from downtown Chicago without the headache of having to deal with traffic and parking. If I'm ever in that area again, I will stay at the same place if possible.
Some of the price arent bad at all. Like I said Springhill Suites is the #1 rated hotel in Waukegan and you can get a room with a sofabed and 2 queen beds for $89 a night. They have a split bathroom which is great with the shower and sink in one and the toilet and sink in the other. Great features and it looks like a $200 a night hotel. And I have to say it was the best free breakfast I have had at a hotel and left there absolutely stuffed.

Definately check em out if you are not staying at the Navy Lodge. Its not far from the base at all, about 5 minutes and an easy drive. Here is a virtual tour of the lounge area, rooms, etc. http://www.tripadvisor.com/ShowUrl-g36854-d1100114-a_area.Text__5F_...

I kind of feel as if I am selling something and it probably sounds that way but our experience there was fantastic, of course we didnt stay in the hotel too much anyway but I felt pampered and its the only hotel I have ever given a 5 star rating to.
We also stayed at the COurtyard Marriott. Prices were reasonable with nice rooms and very close to Base and good places to eat. The day of PIR they provided a shuttle to the base so you did not have to worry about parking. This was great since my son finished in the month od Decmember and for Florida folks the least time in the cold the better!
